High School JR who lived abroad, what good schools you think I have a shot at?

I am a Junior at Emerald Ridge High School in Washington State.

My GPA is 3.2 and it will rise by only maybe a .03-.05 by graduation, reason for my low GPA is because I lived abroad until 10th grade so my 9th grade overall GPA is very low because I had to take 14 classes in a much harder school system in Europe.
I got my SAT scores in from my first try and I was surprised that I did so well. I got a 1910 total with 650 in Writing 90% 600 in Math 75% and 660 in Reading 91%. I plan on taking it again and hope to improve my scores. Now though, do you have any suggestions on what could be some good schools that I might be able to get in? I know my situation isn't too impressive and I am perfectly content with just going to Central Washington University or Washington State University for now and later transferring.

My ECs are Interact Club which is a community service club, March Gladness Leadership team which was this big Community service thing during the month of March and I am doing Leadership next year.

I am taking 2 AP classes this year - AP Psychology and AP Jr. English while next year I'm taking 4 AP classes - AP World History, AP Sr. English, AP Calculus and AP U.S. Government. Also I am gonna have a few college credits from dual-crediting in Video Productions and Business and Marketing I next year.

Technically my primary language is not English but then again I am Caucasian so I don't think that colleges will consider me as someone who would bring "diversity" to their school.

My main goal is Law School in the long run but I was just curious what you think my chances would be at some schools? Someone told me that if I'd improve my SAT I might be able to get into Boston U. And yes I will try and improve my SAT scores

Thanks and Happy Easter
Henry

P.S. I thought you could suggest some but here's a list that from the research I've done it looks like these colleges don't worry about GPA as much as others or that they might take my situation into consideration:

University of Washington
Boston University
Gonzaga University
Brigham Young University
University of Oregon
University of Notre Dame
Rice University
Syracuse University

Oh and also
University of Connecticut
