Is there an honors program at Berkeley, especifically the CoE? If so how is it like: are classes harder, less people, etc.?

Nope, the EECS Honors degree for instance is just a designation that gets you to take some more classes outside the immediate major (people have done physics, maths, English), though you focus on one department. And you need a certain GPA to get in.

no honors program. but you can take the physics and math honors series if you wanna be hard core.

Oh yes, that’s true. The honors classes can be pretty seriously hard.
I guess most people should know this, but I should say it really does mean “honors” unlike in high school where “honors” is just a little pat on the back.

Is the gpa for this honors classes weighted?

No. Chances are, you will get no benefit out of honors courses whatsoever in terms of your transcript. They can help your future by building character, however, if you plan to become a researcher in that field or something.
