honors program + international merit aids

Here's my stat:

SAT I: CR 640 (sdgaqwenkl;ga) M 770 W 770 (essay10) -> highest
SAT II: Math2 790 (sdgajkladgnklwa), Physics and Lit 640 (sdajkltnkl;qsdgnla)
Retook physics and lit in December. Also took WH. I can't tell if I did well.

GPA: 4.13 (weighted) -> One B+ in my Freshman year, and straight A's in sophomore and junior year. Have one B+ right now. Curse you AP Lit... D:
Senior yr course: 5 APs, span II, marketing II

EC: Not that impressive but commitment is shown. lots of community service, president of one club, kinda well-rounded, two honor societies, internship... you know. normal stuff.
Honors: none really, except for the school level hey-you-got-straight-As! ones.
Rec: Pretty sure they will be good/amazing. I think one good, two great's.

Korean, by the way. haha.

would it be possible to get into honors program and qualify for international merit aids?
what is the purpose of honors program, anyways? is it helpful? Should I apply for it? I don't know if I should because then I have to write two more essays and I'm kinda running out of time... i started this whole process really late... :o
and is there any limit to the merit aids? I know Tulane has max. amount for financial aids for international students... and I didn't apply because of that. if GWU has some restriction like that I wouldnt be able to go even if I get in, unless I get scholarship from some other program.

That's pretty much it. PLEASE HELP? I haven't even decided if i should apply or not... i need to hurrrryyyyy if i'm going to.
Speaking of which, what happens if some of my stuff arrives there late? Am I automatically rejected or do they still go over my application?

Pleaseee give me some advice. I'm really clueless about this whole college application stuff @.@ Alright, thanks! :)

$10,000 is the max. for merit aid for international students.

My D is in honors and feels it is worth it.
