Also, it seems like anyone can fill out this application since it’s made public on their website. Is this actually the case?</p>
<p>Yes, you need to fill out the application, write a personal statement and get 2 letters of recommendation in order to apply. I suppose anyone can fill it out, but to be eligible you need to meet 2 of the 3 criteria listed in the table on the page you referenced.</p>
