Hopeless..but should I still try?

I'm planning on applying to some ivy leagues like Cornell, and Brown. I also want to apply to UChicago, NYU, and U Southern California.

My weighted GPA is 4.0, unweighted 3.94, rank #20
SAT 1700 / ACT 23
-Took one AP Junior yr (got a AP score 5) and two senior yr
extracurricular: I started my own club at school (president)
-vp of CSF
-very dedicated to red cross (volunteer and did internship)
-in some other clubs as well but I don't hold positions in them

I don't know if I should even try out for these prestigious universities. With my low test scores, I'm not that confident. I heard that some schools won't even consider applicants with SAT scores lower than 1900. Are all the schools I listed all "reach" schools with a very slim chance?
Please let me know what you guys think!

NYU seems reachable…

Try Bates or Bowdoin also.

To be completely honest, unless you have some FANTASTIC hooks, like curing cancer or winning a nobel prize, the Ivies and UChicago are almost-impossible reaches. You might still have a shot at NYU and/or USC, but you should also have a list of safeties.

They may be unreachable in your case, only because of your SAT score. Have you tried retaking it? U of Southern Carolina looks like your only safe bet, so try to apply to more realistic ones to be safe.
