I'm hoping to double major in Finance/Math-related field. Most of the possible second majors I'm looking at all have Calc I, Calc II, and Calc III as requirements.

The reason I'm hesitant on jumping straight into Calc II is because I heard that the material was very hard, and some of the professors barely speak english. Is it substantially harder to do well in Calc II than Calc I? I got a 4 in BC Calc but forgot most of what I learned.

uh, it depends.
If you want the experience and stuff, do calc II.
If you want the GPA, do Calc I.
Your 4 in BC will not help very much in Calc II. It IS that much harder. You stand really nothing to gain if you can take either I or II, since you know the material at whatever filamentary level. Try to place into Calc III, it is easier, and you will learn new stuff.

Does Calc II have an easier grading curve than Calc I? Kind of like how SAT Math II has a more generous curve than Math I?

nope. No curves, usually. I guess that really depends on the professor, though. My professor dropped lowest 2 quizzes, and the lowest 4 homework assignments.
Homeworks assignments were ridiculous, as sometimes a 3/12 would be the median score. Very very tough. Some problems were so conceptually difficult, that they would each take 40 mins and 2 pieces of paper to complete, keeping in mind you are awarded on accuracy, and not effort.
Quizzes were nasty too. I had one of the more generous profs, though.
