Housing loans

Hi, my son got a few scholarships and federal loans last semester. Initially he had decided to live on campus and then switched to a fraternity. At some point we received a check from the university , and when I called them, they told me I could use it as I wanted because it was an excess. What they didn't tell me was that they didn't pay for housing before sending me the check. As first time parent with a kid at school, I used the extra money to pay for other school expenses, and then realized what had happened, after receiving the fraternity bill.
When I called the university they told most likely I couldn't get another loan because he already had enough to pay for his tuition, and they wouldn't approve any other loans.
Any suggestions? Are there any student loans for housing, where I can use the fraternity contract as a proof? This is the first time sending a kid to college, and don't know the system

Before you receive the check, how you plan to pay the other school expenses?

An idea:
PLUS loans can help pay for education expenses not covered by other financial aid.
