What's a good residence for a transfer to live on campus?

You pick neighborhoods, not dorms.

The general consensus seems to be that Central is best unless you are a party person (then it is Northwest), or a music student (then it is Southeast).

I believe transfer students can choose where to live…I may be wrong though. If not, central is really the best place to be. I just looked it up and saw that you can apply for places like Eigenmann or Wilkie, which have more of an apartment feel (Wilkie more than Eig). But as for dorms, I’m not for sure.
