Was going to apply to Ross but decided against it because both my GPA and ACT were just too low so it wouldn’t be worth my time. My ACT is 31. My UW GPA is 3.64. My weighted is 3.86. I’ve taken a total of 8 AP Classes and am heavily involved in school (Student senate, senior selection committee, NHS, News production, spanish club, volunteering by building and shipping computers to africa). I feel like i’m swell at most things EXCEPT for my GPA. Will this GPA kill my chances for acceptance into Michigan

Could be a slight reach mostly because of your GPA, the ACT is around average.
You should have a 3.9 GPA unweighted. What is your class rank unweighted? You need to at least be in the top 10%.
Do you go to a impoverished school in the Detroit/rural area? Are you first generation college student?
Based on your username, it seems that you’re Asian which is overrepresented. But you’re Vietnamese, so you might be Hmong which is a group that academically and financially performs at the rate of Black Americans and Latinos. You might need to emphasize this.
What is your intended major? If you’re interested in one of the lesser known departments such as Classics, Linguistics, or Latino Studies and you talk about it thoroughly in your supplement and can back it up based on your interests/extracurriculars then this would put you at an advantage.
They probably do. They just make it hard to prove in the court of law. Similar to how racial and gender bias occurs for firms hiring candidates for a job but it still kind of happens even though its illegal. If their last name is Nguyen, race is obvious.
I already applied early action and idk what the heck Hmong is I’m pretty I’m not. I am a 1st generation college student. I’m not top 10% of my class. I’m top 25%. I’m looking at studying Screen Arts and Culture or economics.
Michigan admits appx 6.5% of Michigan high school students. They really don’t consider your ethnicity for admissions. The will consider your GPA in the context of your HS. They will consider your high school location and quality. They will consider whether you are from an urban, suburban or rural (more favored) district. After you are admitted they do consider race. For instance, there are special programs, mostly for black kids, that start 10 weeks before fall term to prepare them for college. Once you are admitted and you accept, Michigan will do everything it can to make sure you succeed.
Is the weighted GPA weighted on the Michigan scale (a+,a,a- =4, all b=3, etc)?

I tried that and it's around the same as my unweighted. Do you include all grades or just academic classes? If so what are considered academic classes? The weighted GPA I was talking about is my GPA weighted because of AP/IB classes.
