How bad are to get a W?

I got two Ws last quarter and getting two Ws this quarter because I took too many classes and it was my mistake and my wrong decision.

My current GPA is 3.5. I also have one A+ in GPA.

I am planning to transfer to CSU system like SJSU. However, I worry about getting the Ws grades.

After this, I will get total four Ws and I will not drop any class anymore. I will try to finish them with good grades.

Are the Ws grades very bad when I transfe?

Grades do not transfer to new institutions, only credits. Most colleges will not accept transfer credit for any course in which the student received lower than a C. The W “grade” carries zero credits in any case, so these won’t even be considered. W grades aren’t factored into GPA.

The only relevance your current grades have is in determining whether the new CSU will accept you; but your grades won’t follow you if you are accepted. You start with a blank slate.

There are indeed students who have a habit of racking up Ws in order to game their GPA and avoid classes that might damage it, and they think they can do this and not have graduate schools notice. You, however, are in a different situation; you bit off more than you could chew and recognized it in time. To correct this situation is the reason the the W exists. If you are concerned, you could write a note about it in your application; however, I don’t think you have anything to worry about.
