You are going to apply as an international student. Graduating US high school doesn’t make you a domestic student in most schools.
How much can you pay per year? Where are you from?
Have you taken SAT? SAT subject test or ACT? Is your English your 1st language? Any advanced classes back in your country?
The situation is not simple. You need to ask each place what they want you to do. Do not be surprised if every place is different.
Your legal status will determine whether you are a US applicant or an international applicant for federal financial aid purposes. US citizens, legal permanent residents (green card), and certain refugee/asylee groups qualify to file the FAFSA and can receive financial aid from the US government.
Whether or not you qualify for financial aid from the state where you live and/or attend high school depends on that state’s policies. Not all of them will require that you be able to file the FAFSA if you meet their other requirements.
In most cases where your parents live will determine whether or not you are considered an in-state resident for tuition and fees at public colleges and universities. But some states have different policies, so you need to find what the rules are where you will be living and studying.
You can expect that all colleges and universities will want to see all of your academic records, including your records from all of your previous secondary schools.
You high school guidance counselor will have more information about how to apply to college. You should try to arrange a meeting so you can have the counselor explain everything to you.
