<p>There weren't any suitable forums to post this on, so I figured this to be the most appropriate</p>
<p>I want to start a cultural and language exchange program. Basically, we take students learning foreign languages all over the world and pair them with partners learning their native languages, in order to foster better communication skills in the language being learned and better understanding of the culture of the language being learned. I noticed that a lot of High school and college students take forign languages all semesters of their educations, yet are undable to speak more than 5 sentences of their new language, and it's most likely because all they do is rote memorisation rather than actually speak the language. The program will also be open to regular volunteers who just want to help others learn their native languages. So i guess my question is, how do I go about starting this. Do I have to register it with the government as a non-profit or do I just start it and advertise at schools and stuff?</p>
