How can I transfer to UGA?

To make a long story short:
-Graduated high school with a 3.75 GPA
-Applied to UGA, didn't get in and settled for Auburn University
-Attended Auburn, but have not enjoyed one minute of it
-Despite my hard work, my GPA has sunk to 1.97 three semesters in
-I realize that I have to leave now in order to salvage my college career

Assuming I do very well next semester, is it possible that I can transfer to UGA in Fall or possibly Summer '09?

Information regarding transfer applicants can be found on UGA's admissions website. See the following:

Overview: UGA Undergraduate Admissions - Admission Information For Transfer Students

Statistics: UGA Undergraduate Admissions - Transfer Student Profile

Average Transfer GPA: 3.34
Middle 50% Range: 3.11-3.64

If you have 30-59 credit hours before you transfer you must have a 3.2 GPA to apply, and if you have 60+ hours you must have a 2.5 GPA to apply. If you do not have 30 credit hours you are illegible to apply and meeting the minimum GPA requirements does not guarantee admission.

Given your current GPA you may have to consider another school besides UGA or really crank down on studying until your GPA rises, but if this is what you really want you still have time to raise the GPA and transfer to UGA sometime before you graduate even if it will not be for a few more terms.

I hope this information helps and I wish you the best as you search for a school that better suits you!

So, having a 3.27 GPA, my chances are good to transfer to UGA? I will have 60 hours after the summer semester. Also, does it matter WHEN i apply? Like if I apply the day that the transfer application is open, is it going to increase my chances to get in as opposed to if I applied a few weeks before the deadline?
