Currently in my sophmore year, GPA will be 3.0 after this semester and at time of application. GPA should go up to 3.2-3.3 by end of Spring semester...With strong essays, letters of rec, and EC activity...what are my realistic chances of transferring..would be an International Studies major.

Also, guessing that they don't consider high school stats in transfer...but was Top 7% rank in HS, should have applied then as a automatic admission lol.

If you can’t get it to 3.4 or above, probably not. Look for other places to transfer. You need a 3.5 or higher for a decent chance to get into colleges like COLA, Natural Science, or UGS. A 3.4 will get you some consideration. I haven’t heard of anyone getting in below the 3.4 mark. Maybe there were a couple of 3.3, but barely. If you have to take like 6 classes next semester to obtain that 3.5 GPA, do it. That’s what you’re going to want to get.

Or become rich and famous or something.
