How do colleges decide who to send information letters to?

For instance, after I took the psat sophomore year, I began to receive college information letters. However, after the junior psat, how do colleges decide who they want to send information to if they don't receive or see the junior student's psat score?

Colleges don’t see your sophomore PSAT scores. The College Board shares your name and address with colleges, based on the information you provide on the questionnaire about what areas of study you’re interested in. Also, the information you fill out when you resgister for SATs, I & II.
