How do Curves Work?

<p>What do CB base their curves on? The average test taker's results on that particular day? Does this usually reflect the quality of the test taker on that day, or does it just reflect how hard that particular test was? Do they use the same tests twice? Lots and lots and lots of questions :)</p>
