How do I become an American International student?

Hi, I am a first year Economics major at a junior college. I've always wanted to get my full degree abroad, however I am completely lost. I'd need to find a university to transfer to that offers at least some classes in English, since I don't know a shred of a living foreign language(I would eventually like to take classes in the language). In high school the choices were Spanish, French, or Latin. I took Latin. I've read that Italian is the closest living counterpart to Latin, so would it make sense if I chose Italy to study in? Whatever country I choose I would like to live in a dorm on campus to completely immerse myself within the culture. Plus I can't think of a better way to become fluent. Whatever country I choose I'd religiously start studying the language through Duolingo, etc. Additionally in high school I didn't do so great, family issues, deaths, etc. My SAT scores reflected that. As of right now I'm a straight A student and loving it! However should I retake my SAT? I want any potential country/college I go to, to realize I'm a good student and worth it!. Or is it just a waste of time? My counselor is completely clueless on how this should work also. He told me career services/transfer office might be able to help me. I set up an appointment for this week so I'll see how that goes! I stumbled upon college confidential and been reading through it and thought I'd give this a shot! I appreciate any help and information so much! Thank you!
