How do I get in ?? [french law student]

Next year, I'm gonna start studying law at Paris 10 (a bilingual license). I would like to know how could I apply for Harvard or Columbia ??
What degree do I need to have ??
Can I apply for the summer school in Harvard after one year studying law or is it not enough ??
Can I get in Columbia or Harvard as an exchange student??
What's the cost of living one year in NYC or Boston?? can I get grants??
I need something like the TOEFL, right??</p>
