How do universities waive TOEFL exam?

<p>I know most colleges waive the TOEFL exam for having a certain score on SAT CR, I'm wondering do they waive for ACT scores?
I'm applying to the follow schools:
UPenn (650+)
u Chicago (live in America for at least one year in the last five yrs)
Georgetown ?
Ucberlekey ?
NYU ?
UT Austin (since I'm in state and they require 3 yrs of studying in state so I'm good)
U Michigan ?
One other state university for safety. </p>

<p>That’s interesting, I’ve never heard of a TOEFL waiver for an ACT score, now that I think about it! You’re right that at Penn it’s 650+ but I wouldn’t know about the other ones, sorry!</p>
