How do you find public unis that may waive out of state fees for merit?

<p>I have run into information about a few state Universities that will sometimes waive the out of state tuition rate (making it the in-state rate) for some students with high stats, etc. Is there a list of these colleges somewhere, or how do we know if that is a possibility? That just doesn't seem to be something that is accounted for when running the NPC's.</p>

<p>Texas A&M offers an out-of-state tuition waiver with some of its competitive merit scholarships (and its automatic-for-NMF scholarship).</p>
