How does applying for Biomedical Engineering affect my chances of admission?

I cannot find this anywhere on the Internet, but I just need to know what I should be looking at as far as colleges go. I am applying for an NROTC scholarship and I believe I am probably going to end up getting it and they pretty much require you to go to school for an engineering degree. I am basically the quintessential try-hard with lots of extracurriculars, sports, leadership positions, volunteering hours, AP classes, etc. I got a 2130 on the SAT (750 Math, 730 Writing, and 650 Reading). I will be taking Math 2 and Biology subject tests in October. I know if I did not get the scholarship and applied undecided I would have a good chance of getting into pretty competitive schools. I just do not have a good idea of what an engineering student should be looking at. I just want to know before I end up going to Rutgers (State school that pretty much everyone no matter what level at my high school gets into). Thank you very much whoever replies!

Is it really so easy to get 3.5W at your high school? And do everyone that get 3.5W or better score 1700+/24+? But I assume your GPA is 3.7-4.0 UW; I might reconsider the verdicts below if your GPA shows otherwise.

UCSD: Match
JHU: Reach
GA Tech: Match
Rutgers engineering: Safety
UIUC: High match

Thank you for the reply. My high school is a nationally ranked high school but it seems pretty easy to get a 3.5W with 10 points added for AP and 6 for Honors. No one really ever talks about the ACT and most of the people I am around during the day are 1900 and above. From what I can tell online my GPA weighted (99.099) and unweighted (I would guess around a 93) are both a 4.0. I don’t really get it. As far as schools go I am looking at UPenn Early Decision because I know that is a reach and the best school I could go to. I am also applying to UC Berkeley, Michigan, UNC, UVA, USC, UCSD, BU, Tulane, Pitt, RU, UMD, OSU and GWU. What are your thoughts on possible acceptance to these?

Berkeley: High match
UMI: High match
UNC: Reach (it’s about as hard to get into as UPenn ED but if you’re set on BiomedE I’d ED at Johns Hopkins instead because UPenn BiomedE is just not as good)
UPenn ED: Reach
USC Viterbi: High match
UVA: Match
Tulane: Match
UPitt: Low match
UMD: Low match
OSU: Safety
GWU: Match

RU: Rutgers engineering? Or some other school?

Yeah, RU is Rutgers. Everybody at my school gets in, because it is Jersey. My parents just want me to apply if I don’t get the scholarship and something happens to them financially, because they and my sister are all alumni and I can probably get a pretty good amount of money.

The thing with UPenn is that I live right next to Philly in Jersey and 12 people got into UPenn from my school this past year, so I thought it would be possible. With JHU, I think I will get the NROTC scholarship, but they do not have it there so I wouldn’t apply. I didn’t think Michigan and Berkeley would be high matches, because they are public and I am out of state.

What about Boston University and UC San Diego?

However, for UMI and Berkeley, you might not get any financial aid… My verdicts for UCSD and Rutgers engineering have already been given.

BU: Match

I am fine without financial aid, just if something were to happen to my parents, so that’s okay. Thank you for your help!
