How does Cal Grant B make any sense?

I don't understand why Cal Grant B would be geared towards lower income students when the overall output of Cal Grant A exceeds that of B.

If I were to take Cal Grant A, I would get around $7,550 a year.
Over a course of four years, this would total to $30,200.

If I were to take Cal Grant B, I would get around $1550 for the first year.
This number multiplied by four years plus the three years of getting $7,550 additional aid would total to $28,850.

Cal Grant A > Cal Grant B

Am I not understanding something?

I don’t get it either.

We should all do some research on this / ask around
but from what i have heard, in bits and pieces, is that Cal grant A will force colleges to give you less aid from themselves directly, thus in the end, with cal grant B, you get more money because you are receiving the full amount of benefits that a college can offer you.
something like that, i hope that made sense
