<p>I am quite sure this varies from institution to institution.</p>
<p>At the colleges my daughter applied to (the ones that had honors programs), the programs took some entering freshmen, but students who enrolled without honors status could apply for honors status, usually after the end of one or two years of college.</p>
<p>Sometimes, applying for honors required a separate application or essay; sometimes it didn’t.</p>
<p>But I do think it is generally true that you may apply for honors when you apply for admission.</p>
