William and Mary, Tufts, Holy Cross, and Dickinson College are excellent schools and especially strong in your areas of interest. Academics are as strong as anywhere. They are all very competitive, to different degrees, but not as competitive as Georgetown. You might also explore the New England LACs in the NESCAC conference. All are outstanding, and most would also be strong in these areas.
