how does my app get evaluated?

I attend an international school in Korea but I’m a US citizen.
In my school, you need a 96 to get an A in a course.
My cousin in California has lower grades than me but still manages a 4.0
My average is about a 94.6 and GPA wise maybe like a 3.9
When I send my apps, will I receive the same evaluation as people like my cousin does?
btw, our school offers no honors classes, only AP. I have taken AP language and composition and plan to take AP lit and AP stats next year. I transfered from a Korean public school and started attending this school from 2nd semester 9th grade and my grades completely sucked (like 3.1). But it has constantly risen, and it has risen a lot. Although now a 3.9, my average GPA plunges b/c of my 9th grade. Will this heavily affect my apps?
also, will I stand a chance in the top 25 schools?

ECs : student council treasurer (10th), student council president (11th), National Honors Society, Model United Nations, Fellowship of Christian Athletes vice-pres, Varsity swimming + volleyball. National rock band competition 2nd place. Korea Ice hockey Association player of the game

<p>i think they will somehow convert your scores/GPA into something comparable. and of course, they'll say they review each "individual" "individually" and "comprehensively".</p>

<p>anyway, i think if you choose right schools you'll get into top 25 schools.</p>
