How does Penn view schools that don't rank?

You may want to talk to your high school counselor about “ranking”. Often schools that don’t rank still provide enough statistical information to colleges so that admissions can readily figure out where they stand relative to their classmates. That statistical information may be the stats for the “bottom” of each decile, or some equivalent.

Admissions needs to place you somehow within your class, and I expect that they do with considerable accuracy.

If you have access to Naviance for your school, take a look at the stats of accepted students to Penn (or other colleges of interest to you). You’ll no doubt see a strong correlation between GPA + SAT/ACT and acceptance.
