how does SCEA work, exactly?

I want to apply SCEA to Yale, but I also want to apply to some SUNY schools as safeties. The SUNY preferred deadline is December 1. Applying earlier than this is not technically "Early Action," is it? In other words, would it be permitted to apply SCEA to Yale and also to some SUNY schools at the same time?

Are SUNYs rolling decision? Does applying before the "preferred deadline" mean you get an answer earlier if it's not?

If it is rolling decision, or applying by the preferred deadline doesn't mean you're part of an "early admission" group, then you should be allowed. To be absolutely safe, though, as always it's best to call Yale and ask.

You can apply SCEA to Yale, and also simultaneously to as many Rolling and Regular Decision Schools as you like. You are just not allowed to apply Early Action or Early Decision Schools.
Yale will give you their answer mid-December (I think), and it is non-binding; After receiving Yales response, you may still apply ED-II to other schools, if you are willing to be bound.

Your application is not considered to be EA just by the date received, but by your EA choice checked off. You can send in an application to Princeton on Oct.1, and it could be RD or ED, depending on what you filled out.
