I score fairly significantly better on the ACT than I did on the SAT (33 vs 1380). My CSU GPA is a 3.77. That means my SAT eligibility index is 4,396 while my ACT E.I is 1084. So my ACT E.I is better. How does that factor into the admissions process? I thought they used a computer to rank applications- does the computer choose whichever index is higher? I applied to Animation and Illustration, which has a high SAT eligibility index (4100 last year), and the ACT EI hasn’t been posted (speaking of which- why tf did they stop posting those??) I’m really stressing myself out about whether or not I’ll be accepted. It’s kind of a dream for me.
The CSU’s will superscore and will take the highest total score. I cannot speak for SJSU but several other CSU’s will convert the ACT score into an equivalent SAT score and calculate the EI based on the converted SAT score. SJSU used to also list the ACT EI thresholds but no in the past 2 years.

Yes, the CSU’s will take the highest test score and calculate your EI based on that score as long as you submitted all test scores.
