How does the admission for Cockreil school of Engineering actually work?

I'm currently a high school senior and is graduating next year. I do realized that the engineering school got a restricted admission. But what does it mean exactly? It says "automatic admission for eligible Texas applicants is restricted to the most qualified applicants." So does it mean that your class rank does not really matter even if you are in the top 9%(auto admission for 2012)? I'm pretty sure i'm in the top 9%, but since I do not have my latest rank yet, i'm guessing somewhere between 7-8%.

I admit i'm not the best candidate out there, I did poorly in freshmen year's Biology honor class, got Cs for both semesters. Got Bs for Chem I honors sophomore year, and As for Physics I honors junior year. This senior year I'm running out of good science classes to take, Physics C is not available, and i don't think i'll succeed in Bio AP or Chem AP. So i just took an aquatic science class instead, only because I need the 4th credit to graduate.

For math i'm taking Calc AB currently, Algebra II and Pre cal I did not take honors.(Because I dropped Algebra II to regular level after a semester) All the rest I did take honors, and made As.

I took 5 AP tests total so far, World history AP, US history AP, Compsci AP, Chinese AP, and Human geography AP. Will be taking Psychology AP, Government AP, Economics AP, Calc AP this year.

My unweighted GPA currently is about a 3.68/4.00, and weighted is about 5.265/6.00.
Made a 1890 on SAT: 610CR, 680Math, 600Writing, and 29 on ACT: 28English, 32Math,27Reading, 30Science..I will be retaking both this year before the application deadline.

My first choice major would be Petroleum Engineering, and second choice I put Aerospace(I was hoping they can give me 3 options, because my third would be computer). How hard is it to get in those majors? I assume they are not the hottest ones in the school?

Can anyone that got into Engineering this year tell me exactly how this admission process works? I heard if you are in the auto admission range, you would be getting a letter shortly after you submit the application(rolling admission)? I also heard if it's a competitive major, they will not do it until Feb or March? Does the top 9% class rank actually matter for the Cockrell school of engineering? And is it true for rolling admissions the earlier you submit the application the better?

Also for the auto admission, do you have to stay in the top 9% when you GRADUATE on your senior year? or just when you SUBMIT the application?(So GPA counts up to end of junior year only) Due to the lack of availability for honor/AP classes this senior year, I'm afraid my rank is going to go down...

Thanks!

PS:sorry for the typo in the title...meant Cockrell...

Your rank based on standings at the end of junior year will control your college application process. You do not have to retain top 9% rank through graduation.

Yes, you’ll hear back pretty quickly that you have been auto admitted. You may have to wait until late February to hear about your choice of major because engineering is so competitive.

You do not get to list a third choice major. If you are not placed in your 1st or 2nd choice of major, you will be assigned undeclared major in Undergraduate Studies.
