Florida International University? - I'm talking about their physics programs.

What do you mean about their Physics programs? Research I think is normally better at the richer universities but the degrees from those universities are about equal in coursework. I'm not sure if you are referring to the rankings.

Their undergraduate and graduate physics programs. I don't know how University of Miami compares to the University of Houston in any respect. That's why I'm asking this question.

University of Houston is a little more known for physics while the University of Miami is known more for medical. UM is a private university while the University of Houston is a public university. Based on that I would think UM is more expensive. The University of Houston also seems to have a specialization starting from the undergrad program. Since you are physics major you would probably be better with the University of Houston. The physics majors from the University of Houston also seem to have better opportunities than the ones from UM but if you decide go to UM it's not a huge downgrade.

Well, I'm definitely going to finish my undergrad at UH, but I might move to Miami after that if some other things work out.
