I understand that the best situation would be to apply as soon as possible which is Sept. 1, but in general, if I apply within the priority deadline it is easier to get in than afterwards? Is 2-3 weeks into September starting to hurt my chances?

I don't see a problem with applying a few weeks after Sept. 1, since you will still apply before the deadline for priority admission.

Applying by priority deadline gives you somewhat of an advantage over those who apply later. You should try to apply even earlier than that but by October is generally fine. Also understand that the priority deadline advantage means you must get in everything -- app, transcript, counselors statement, test scores -- by the designated date (usually Nov 15) to take advantage of it. In other words if you wait until November 14 to start the process to apply and order test scores and transcripts, you are too late.
