How generous is UM with scholarships for OOS students?

The website is really vague. I have a 33 ACT, 4.1 GPA

It’s vague because it can really vary based on demand, competitiveness, your own curriculum and which college you may be applying for. With your numbers, I would expect you to be offered the Gold National- which covers the OOS difference- roughly an $8k per year value.

The actual ‘odds’ may vary, depending on the college you’re applying to. CSE, CBS and CSOM are more competitive, but Minnesota does like bringing in well-qualified OOS students.
