How hard is it for external transfer to engineering?

I was thinking about applying as an external transfer to Cornell Engineering, but then I noticed that the Engineering school only accepts about 6% of the people who apply. Is it really that much harder than the other schools, or is the acceptance rate artificially low because of people applying without the proper background?

It could also be low because most people are trying to transfer out of engineering, not into it, ha.

Cornell’s engineering program is ranked in the top 10 in the nation, so yea, it’s really that hard.
