I was just accepted into ut as a transfer for applied movement science in the college of education but I was wondering how hard would it be to change my major to public health in the college of natural science which was my first choice? Thanks!

You should attend an internal transfer session. Looks like you need to take 24 hours at UT including math and science classes so make sure you register for those as soon as you can.
It will also depend on the number of hours you are coming in with. If you are a traditional freshman transferring for your sophomore year, you should be fine. If you have at or near 60 hours, it will be a lot more difficult. UT really pushes four-year graduation, and these are the sorts of transfers they are discouraging.
