how hard is it to get in out-of-state?

i got a 30 on the act. i know the middle 50 is 27-31 but that accounts for both in-state and oos students so i don't really know what a competitive score would be for an out-of-stater. i'm retaking next week, and based on practice tests i've been taking throughout the summer, i expect to score 32+.
so anyone who knows about the competitiveness of oos admission to umich, enlighten me please! it's one of my top choices.

A 30 doesn’t count you out by any means, but a 32 would make you a much more competetive candidate especially because you are out of state.
