How hard is it to transfer into a uc out of state after getting an undergraduate degree from another university?

Wait, are you going for a second bachelors or a masters/phd? Are you currently enrolled in an other Uni? Your post is too vague.

with an undergrad degree you would not "transfer," but apply for admission to a UC grad school. Unlike undergrad admissions, which cater to in-state residents, UC grad schools are more welcoming to OOS students.

Sorry, for a masters degree.

So what would be weighed most if you were to apply for a graduate degree OOS?

does anyone know?

Your undergraduate transcript. Also, recs from professors will figure in.

Do they judge you by the university you attended for undergraduate studies?

yea, little bit....I mean there is a big difference between you graduating from Harvard and Portland State...
