How hard is it to transfer into a UC (specifically UCLA and UCB) from a Out of State University?

I am currently attending U-M as a Freshman and am thinking about transferring into a UC after two years. I am a California resident and I know that transferring in from a community college is much easier. But how hard is it actually to get in from a school like U-M. Should I even bother?
