I live in Virginia and am thinking about attending Virginia Tech and transferring after 2 years. I know UCI has a guranteed admission program for California residents, but how competitive is it for out of state transfers?
Not too hard if you have high GPA.
The website says a minimum of 2.8 GPA to be eligible for out of state. So if I get a 3.4, is that a safe bet that they accept me?
Probably OK if you meet other requirements. Not guaranteed though.

You also need to make sure you meet the transfer course requirements for your major.
