How is Tuition Exchange Amount determined?

Im potentially looking to transfer through tuition exchange. How does the payment system work?

For example, USC states," The value of the award is 80% of the undergraduate tuition rate."
Does this mean that USC will pay 80% of their tuition towards your tuition at another school (Export student)? Or does it mean that tuition exchange will cover 80% of USC's tuition (Import Student)?

I apologize if this was a dumb question, but I want to know as much as possible!
Thank You

Typically that means that you would have a scholarship equal to 80% of USC’s tuition as an import. On the TE site, USC is listed as “other tuition”, which means the tuition is higher than the set rate ($32,500 this year) and the school makes awards somewhere between the $32,500 and full tuition - in this case 80% (or $38,500)
