How long after transfering before I can change majors?

I’m entering CPP this fall, and I have been convinced by many to switch my major from CIS to CS.

Is this switch from one major to an impacted major feasible if my GPA is good?

Here is my alternative:
I’ve completed every major pre-req at community college for CIS. Since I’m planing to attend graduate school, would I be better off finishing my CIS major and then enrolling in a program to get a masters in CS instead?
