Although for a brand new user, I cannot imagine who you need to message so urgently that won’t report an unsolicited communication as spam. Any question is probably better to be posted on the forum to get a range of feedback

Does the forum software allow responding by PM to a PM sent to a new user otherwise not yet allowed to send a PM?
I’m pretty sure new users can reply to a PM. They just aren’t allowed to initiate a PM. [citation needed]

So I’ve viewed 18 topics and read 160 posts, but still can’t seem to PM anyone? If you can’t reach a user, does that mean they are probably not on the site anymore? I see some people haven’t posted in a while, so I’m wondering if that’s the reason I can’t reach them. Thanks.
You should be able to DM. Try logging out and logging back in.
Some users have profiles set to private. You won’t be able to DM them. You can DM users who have not posted for a while, but if they are not active, they may not respond.

I’m a member who sometimes receives unsolicited messages. Some folks, like me, just don’t answer those. I prefer to answer questions that are on the forum and can benefit multiple folks.
So…some folks might not answer your messages…because they just don’t do that.
