How long do you think the engineering essay should be?

Hi,
This year engineering essay limit is 650 words.How long do you think an ideal essay should be? Do you think if 389 words are OK? Should I add more and make it 450-500?

I think that using 389 words when they’ve requested 650 means that you’re using 60% of your opportunity to impress Cornell.
