I’m an international student currently attending an IB school in Japan
How much do my IB predicted scores matter to top colleges in the US(liberal arts, top 20 universities)?
Would it cover some of the past average grades I had in the past?

Predicted IB scores count as much as me predicting I’m going to win Wimbledon.
Actually, it depends.
If your school gives you normal grades ( 90.0%, A, etc.) alongside your predicteds, then they won’t matter so much because they haven’t happened yet. However, IF your school ONLY gives IB grades (i.e. your report cards are on a score from 1 - 7), then your predicted grades would be looked at as something akin to 1st Quarter Senior Year grades.
You need to look at how the individual school handles predicted grades. In general I think it’s true that your term grades–if you have them–will matter more, and your standardized test scores will probably matter more as well.
