I know that most colleges require that applicants write their writing scores down on their applications (although some don't)...have colleges figured out yet how to handle these scores or is the new writing section still meaningless?

also, if you know, does the writing section matter more at different schools or is it just generally accepted that they don't really matter all that much.

i understand that the writing score probably won't make or break the applications, but i just want to know if i can allocate my time efficiently so that i can get the best scores in the sections that really matter

Sadly, NOT ENOUGH. Its pathetic the number of so called BRILLIANT students with high GPA's and high SAT scores who cant write a coherent paper in college. Its a national embarrassment frankly. If I were a college admissions officer I would pay CAREFUL attention to a writing score, even for engineering students.
If you can't communicate in writing, how the heck can you hold a job, except to be a salesman for soap? Pardon the analogy and hopefully I didnt offend anyone.

The writing section score must mean somethings, because Yale does not accept the scores from Old SAT any more. My guess is that the writing weighted as SAT subject.
