For a sophomore standing, does it really matter THAT much if your SAT's are solid and you've been doing stellar work so far in college...and not to mention, have recs from teachers who know you quite well, and are department heads?

it depends on the school. Some schools weight HS/college GPA 50/50, since they'll only really see a semester of college grades. Some just look at it to see that you took certain requirements. Some weight it only a little, and put heavy emphasis on college grades.
You're best bet is to email the admissions office and see how they weight it

Well, how about Brown...the school that I'm applying to transfer too. Anyone know anything about them in terms of transfer admission trends?

don't concern too much GPA..IF your scores are strong.
