Whether colleges consider your senior year is a function of the timing of your admissions application. Obviously, if you apply early decision, then you won’t have first semester senior year grades back. Though, in theory if you completely flub your senior year they could rescind your admission (or, more likely have you enter on some kind of probation, though to be frank the tales of losing your college admission are largely overblown tales offered up by high school teachers to keep seniors in line).

The bigger issue for you is explaining the dip during your sophomore year. This needs to be something that you address directly in your personal statement.
