So it says that the Blue and Gold scholarship covers fees and tuition. So does that cost the full $33,600 it cost every year?

It’s not a scholarship. It’s a promise/plan. And the promise is to only cover the system-wide fees/tuition (about $13k per year)…does NOT cover room and board.
I’m supposed to pay $20,600 a year myself? That’s $81,000 for the degree. How am I suppose to pay for all that?
If you are low income, you are also eligible for Cal Grant/Pell grants if you qualify along with a federal loan of $5500 as a Freshman. Did you run the Net Price Calculator before you applied? This would have given you an indication how much FA you would be eligible and what would be your expected costs.

First of all…it’s rude to curse like that on this forum. Please ask to have that removed.
Secondly, no one said that that was the only aid you’d get. You’ll get a Cal Grant that covers the system wide fees. If you have an EFC of 0, then you’d get a Pell Grant for about $5700. You’ll get a student loan for $5500.
you’ll likely get some work study for about $2k. and, you’ll likely be expected to work/save over the summer to pay for your books and maybe a few other things.
Unfortunately, a college education comes with costs. Most kids try to work and take loans.

@“aunt bea” my parents lived in Afghanistan their whole lives, so they don’t have money saved up.
