It depends entirely upon the college. For some, particularly some public universities, the impact may be zero. Check a school’s Common Data Set (CDS) section C7 for “Racial/ethnic status” to see if it’s considered.
If the college considers it, there is no formula (at least that’s accessible to you) that will quantify how much of an advantage it will be. However, for the very top schools, even if there is a bump, it will not make up for grades/scores that deviate greatly downward from that of the overall accepted students pool.
It can be very helpful. I’m not sure anyone can give you a percentage. And if the colleges think you aren’t up to the work academically, it won’t help. They don’t want to accept people who can’t succeed academically. But if you are in the 25%-50% range of statistics for the school, I’d say your chances are markedly better than other applicants in that group.
It’s a pretty strong hook at most elite private colleges. If you maintain good grades and score well on standardized tests, you’ll have a lot of good options.
Yes, as @skieurope said, it does depend on the college. A lot of public universities, for example, won’t consider it.
