Have you considered studying in the UK? Three years rather than four makes it cheaper and colleges are much keener to attract internationals than in the US. As a CS major though there must be excellent courses at home for a fraction of the cost. Is the massive investment of studying abroad worth it especially for undergrad ?
Do you have a source for loans in India? Because I do not see any practical route for you to get loans in the US.
Your family will also have to show evidence of funds to pay your unmet costs before a visa would be issued.
Have you considered college in Germany? The UK?
The Indian students who seem to get high scholarships or admission to highly selective colleges with great financial aid are those students who are excellent candidates for admission to the most selective universities in India. Is that likely for you?
