kchen, the debate will never end regarding quotas. But locally, it's not uncommom for several SJPD motorcycle cops to be positioned during the morning hours on eastbound East Santa Clara Street in front of Walgreen's, with a radar gun, trying to catch speeders. (commonly referred to as a speed trap) </p>
<p>While, they may not call it a quota, the SJPD probably anticipates issuing a minimum number of tickets at that location in a certain period of time. Otherwise, why would they allocate 3-4 motorcycle cops to handle the load?</p>
